Community facilities and services are essential to the “quality of life” in Chester County. This network of services is critical to the education, safety, health, and well-being of the population.
In Landscapes2, community services consist of three major components: community facilities, public health and human services. Community facilities consist of schools, libraries, emergency services management, police, fire and ambulance companies, and hospitals.
Community services are supportive to the other plan elements of Landscapes2. They affect and are affected by land use trends, housing, transportation, the natural environment, and the economy of the county. The main purpose of addressing community services in Landscapes2 is to integrate them into the other elements and issues of the Plan.
The locations of community facilities impact their accessibility and use by the local community. The facilities should be centrally located within their service area and clustered together to serve multiple purposes. There must be a delivery network so that services can be delivered efficiently to clients. Emergency workers must be able to get to accident locations quickly.
Many different people and organizations plan and provide the community services that the community depends upon. The role of Landscapes2 is to consider the relationship of these services to development trends and overall issues facing the county. The plan can help to coordinate the detailed planning being done at the institutional and local level by all the providers.
